The rapid urbanization of the 21st century has presented both unprecedented challenges and
transformative opportunities for cities worldwide. In response, the concept of "smart cities" has emerged as a critical framework for integrating digital technologies with urban planning, governance, and citizen engagement. This paper offers a comprehensive review of the technological innovations and policy frameworks that are shaping smart city development and urban governance. It critically examines the intersection of information and communication technologies (ICTs), data-driven decision-making, and participatory governance models that aim to enhance the efficiency, sustainability, and inclusivity of urban environments. The study begins by mapping the evolution of smart city discourse and identifying core technological pillars such as the Internet of Things (IoT), big data analytics, artificial intelligence (AI), and digital infrastructure. These tools enable real-time monitoring, predictive planning, and improved service delivery across sectors including transportation, energy, waste management, and public safety.
